Transportation Board Releases 2013 Annual Report

The Vermont Transportation Board today released its Annual Report, which documents the comments collected during the Board’s 2013 series of public hearings.

The report contains several findings, including the growing number of alternate-fuel vehicles on Vermont roads is spawning public support for a possible switch from a gas tax to some form of a miles-traveled tax, many Vermonters support an increased registration fee for large motor vehicles, may people want policy makers to get tough on repeat DUI offenders and impound their vehicles, and municipal officials would like the State to offer a grant program aimed at constructing sidewalks that has less red tape so that walkways can be constructed both faster and cheaper.

“Each fall, the Board conducts a series of public hearings to take public comment about important transportation issues,” said Maurice Germain, Chairman of the Transportation Board. “What we hear is then put into a report that is submitted to both the Legislature and the Vermont Agency of Transportation so that they can use that information to help guide them when they make important decisions and set policy.”

Working with the Vermont Agency of Transportation (VTrans) as well as the state’s 11 Regional Planning Commissions, the Board identified six transportation topics on which it wanted public input. While these six topics were discussed at every hearing, time also was provided for Vermonters to broach any additional transportation topic they wished. Vermonters who could not attend a hearing were able to submit comment electronically via the Board’s website.

These six main topics covered in the Board’s report include:

• Transportation Revenues and Energy – Including How to Tax Alternate-Fuel Vehicles.

• Bike & Pedestrian Issues

• The Future of Both Freight and Passenger Rail Services

• Park & Ride Expansion

• Roadway Safety

• Public Transit – Intercity Service and Service for the Elderly

The hearings were conducted according to Title 19 V.S.A. § 5(d)(8), which charges the Transportation Board to work together with the Agency of Transportation to hold public hearings “for the purpose of obtaining public comment on the development of state transportation policy, the mission of the Agency, and state transportation planning, capital programming and program implementation.”
