The Agency of Commerce and Community Development (ACCD) has released a Request for Proposals (RFP) to procure consulting services to develop a strategic and tactical economic development marketing plan to promote the state of Vermont as a great place to live, work and do business. The RFP has been posted on the Vermont Bid Board (vermontbidsystem.com). Responses are due by October 1, 2015.
Act 51, signed into law in June 2015, directed the ACCD to build on the work of the Department of Tourism and Marketing in establishing Vermont as a worldwide leader in the global tourism market, and to foster Vermont's growing reputation as a place where entrepreneurs, innovators and businesses of all sizes can start, grow and succeed.
The goals of the economic development marketing plan will include: 1) attracting additional private investment in Vermont businesses; 2) recruiting new businesses; 3) attracting more innovators and entrepreneurs to locate in Vermont; 4) attracting, recruiting, and growing the workforce to fill existing vacancies in growing businesses; and 5) promoting and supporting Vermont businesses, goods, and services.
"This is a very important initiative for economic development for the state of Vermont and we look forward to a robust response to this RFP," said Joan Goldstein, commissioner of the Vermont Department of Economic Development.
The Economic Development Marketing Plan RFP can be found on the Vermont bid board at: http://www.vermontbidsystem.com/BidPreview.aspx?BidID12900. Firms who would like to respond will also need to be pre-qualified for marketing services through the Chief Marketing Office. A prequalification application and instructions can be found on the CMO's website at http://cmo.vermont.gov/work_with_state_government. The deadline for prequalification for this RFP has been extended from September 16, 2015 to September 23, 2015.
Questions by firms wishing to provide a response on the Economic Development Marketing Plan RFP are due in writing as per the instructions contained in the RFP by Friday, September 18, 2015.
Complete responses to the Request for Proposals are due by Thursday, October 1, 2015.
The Agency of Commerce and Community Development expects the work described in the Economic Development Marketing Plan RFP to be completed in the next six months. Implementation of the marketing plan, including creative strategy, will be addressed in a separate procurement process, expected to be scheduled in 2016.
