Montpelier, VT -- Commissioner Paulette J. Thabault of the Department of Banking, Insurance, Securities & Health Care Administration (BISHCA) has appointed Michael S. Bertrand to the post of Deputy Commissioner of the Insurance Division. The position heads the division in BISHCA responsible for enforcing solvency and consumer protection laws at the state level in the (non-health) insurance marketplace. He will begin work effective Friday, October 19.
Mr. Bertrand, an attorney, has been employed by the State of Vermont since 1999, and has served in various positions in the executive branch since Governor Douglas took office in January 2003. He most recently served as Deputy Secretary of Administration. Prior to that appointment, he was deputy legal counsel and special assistant to Governor Douglas, and served as Commissioner of the Department of Labor and Industry, where he was very involved in administering workers’ compensation insurance laws.
He has been an attorney in private practice in Montpelier and also served as Assistant Clerk of the Vermont House of Representatives. He served as chair of the Interagency Committee on Administrative Rules, Chair of the Governor’s Development Cabinet, and Chair of the State Hazard Mitigation Committee.
He received a Bachelor of Arts from Pennsylvania State University and his law degree from Fordham Law School. He resides in Stowe, Vermont.
