Governor Phil Scott Names Wanda Minoli Commissioner of the Department of Motor Vehicles

Governor Phil Scott announced Wanda Minoli, of Montpelier, as the commissioner of the Vermont Department of Motor Vehicles (DMV). Minoli has served as interim commissioner since December.

"I feel privileged to have this opportunity to lead our Department forward. I am excited to work with our team to modernize operations and improve service, so we can provide the best possible experience to Vermonters at the most affordable price," said Minoli. "To that end, I have asked the team at DMV to ensure that we prepare for upcoming changes through increased communication and outreach to Vermonters and businesses."

Throughout state government, the DMV has the most direct interactions with customers, serving an average of 5,000 Vermonters per week, processing more than one million individual transactions annually, and serving as a conduit for voter registration. There are nearly 800,000 vehicles registered in the state and over 650,000 credentials issued through the DMV.

"Under Commissioner Minoli's leadership, the DMV has made steady progress on complex modernization efforts that will improve customer experience, lower costs, and improve security and efficiency," said Transportation Secretary Joe Flynn. "I look forward to continuing to work with Commissioner Minoli to see these projects through."

Recognizing many Vermonters interact with the DMV throughout their lives, Governor Scott and Secretary Flynn have asked Commissioner Minoli to focus on improving customer service and keeping costs as low as possible.

"I have asked the DMV to modernize both its systems and service delivery to Vermonters, with the goals of simplifying and streamlining wherever possible," said Scott. "Under Wanda's leadership as interim commissioner, the Department has already advanced multiple projects, and has shown a commitment to better outcomes for Vermonters. I look forward to working with Secretary Flynn, Commissioner Minoli and their team to build on this progress and improve the customer experience."

Modernization projects underway include:

* Central issuance of driver license/ID cards to be fully implemented by July of 2019. The central issuance model will require Vermont credentials to be mailed to consumers and will advance on-line renewal services to Vermonters in 2019. This approach will also reduce production cost to the State and improve identity protection through enhanced security features.

* For the commercial vehicle industry, DMV is modernizing the International Registration Plan and International Fuel Tax Agreement (IRP/IFTA), which will allow businesses to electronically communicate their data, reducing redundant work for the industry and the Department as well as increasing timeliness and accuracy.

Commissioner Minoli is seeking a deputy commissioner who is motivated and energetic and has project management experience. Qualified candidates will have a passion for continuous improvement and demonstrate a commitment to better customer service results that lower costs and increase productivity to help the DMV become the most well-run department in state government from the point of view of the Vermonters it serves.
